Prevent Team


Prevent is one of the four Ps of the Government's Counter Terrorism Strategy (CONTEST). The others being Pursue, Prepare and Protect. The aim of CONTEST is to reduce the risk to the UK and its interests overseas from terrorism.

Prevent aims to reduce the threat to the UK from terrorism by stopping people becoming terrorists or supporting terrorism.

Prevent Objectives

  • Tackle the causes of radicalisation and respond to the ideological challenge of terrorism. 
  • Safeguard and support those most at risk of radicalisation through early intervention, identifying them and offering support. 
  • Enable those who have already engaged in terrorism to disengage and rehabilitate. 

Disrupting terrorist activity, preventing radicalisation and supporting those vulnerable to becoming involved in violent extremism is a shared responsibility under Prevent. The Counter Terrorism and Security Act 2015 places a duty on certain bodies to have due regard to the need to prevent people being drawn into terrorism. This includes:

  • Local authorities
  • Schools (Including further and higher education)
  • The health sector
  • Prisons and probation
  • The Police

Channel is part of the Prevent strategy. The process is a multi-agency approach to identify and provide support to individuals who are at risk of being drawn into terrorism. The programme is designed to protect vulnerable people by;

  • identifying individuals at risk
  • assessing the nature and extent of that risk
  • developing the most appropriate support plan for the individuals concerned

Prevent Referral Form

If you suspect it, report it.

If you have concerns about an individual then complete the Prevent Referral Form. This form should be used to report an individual who is considered to be at risk of radicalisation from extremist or terrorist narratives.

Together we recognise that the best long term solution to preventing terrorism is to stop people becoming terrorists in the first place. The Prevent strategy aims to support vulnerable members of our communities by helping to divert them away from violent extremism. This is a challenging and complex area that requires a whole community approach' between national and local organisations and embraces the experience, energy and ideas of our local communities, as well as police officers and staff.
